Africa Calls on the EU to Bridge Climate Finance Gap Left by the United States

As the United States continues to withdraw from global climate obligations, African nations are urging the European Union to step in and cover the funding gap.

The United States’ withdrawal from the Paris Agreement and the UNFCCC has prompted demands for a realignment of priorities, with the EU expected to play a critical role in driving climate action throughout the continent. The pressure comes at an important time. Africa’s finance deficit for climate adaptation alone is anticipated to range between $187 billion to $359 billion per year, yet international promises have consistently fallen short. Despite the UAE Framework for Global Climate Resilience, which was launched at COP28, progress on adaptation finance has stalled, with the target of doubling adaptation investments to $40 billion by 2025 falling short.

By 2023, the European Union hopes to have allocated €28.6 billion for international climate finance. However, unmet financial responsibilities, economic uncertainty, and a lack of local effect have led to increased unhappiness across Africa.

In spite of Africa’s increasing geopolitical significance, the EU has reduced its commitment in recent years, resulting in the lowest percentage of European development aid directed to Africa in decades. Experts caution that the continent will not remain passive. As Europe remains indecisive, other players, including China, Russia, and the Gulf states, are consistently enhancing their influence through investment, infrastructure developments, and political partnerships.

Private capital is also shifting. ARM-Harith Infrastructure Investments has closed the Climate transformation Fund at $76 million, with an overall goal of $200 million to fund climate-resilient infrastructure and energy transformation projects in Sub-Saharan Africa.With COP30 failing to close the gap between intention and action, the need for European institutions to deliver is increasing stronger.
